The council voted Oct. 28 to accept final improvements for Quail Hollow Subdivision Phase 2 and to release remaining escrow funds, following a recommendation from the city’s consulting engineer, Jones & Associates.
Under city practice, developers post a bond for uncompleted improvements or to secure performance. Staff and the engineer reviewed remaining items and recommended release of escrow. A council motion to approve the engineer’s recommendation was seconded, and the vote was recorded as aye; the motion passed unanimously.
City attorney and staff described the standard process: conditional acceptance after completion, a one-year period for certain guarantees, and formal release of escrow when the engineer certifies completion.
