Pleasant View staff report progress on storm‑drain work, police staffing and community events; council raises graffiti concerns

Pleasant View — During general business on Oct. 28, city staff updated the council on several operations and community items and council members raised public‑safety and maintenance concerns.

Public works reported the bulk of a storm‑drain project on 400 has been completed and crews will return to finish connections to the canal and remaining asphalt work next season if weather prevents paving. Staff noted plans to begin outreach and traffic coordination for upcoming work on 800 West.

The police chief said the department is fully staffed, recent DUI enforcement training was hosted locally and the detective division has cleared cases in its queue. The chief said officers have increased enforcement and are conducting education and stops focused on problematic behavior.

Parks and events staff reported that the Pumpkin event and Field of Honor went well, with sponsorships reducing net cost to the city; the Field of Honor will remain through Nov. 12 and a sunrise ceremony and veterans’ events are scheduled during Veterans Week.

Councilmembers raised a growing problem with graffiti on playgrounds, signage and buildings. Staff said they track graffiti removal time and materials in the city work‑order system and have repainted multiple structures. Councilmembers asked staff to explore stronger options, including increased surveillance, restitution or other enforcement steps, and to report back with cost tracking and potential deterrence measures.

Council also discussed traffic safety concerns at a local intersection and asked staff to deploy speed‑count equipment at proposed locations (1,000 West and 2550 North) and return with data for a future agenda item about speed limits and pavement markings.
