Pleasant View RDA takes no action on proposed incentive pending county-funded study

Pleasant View — The Pleasant View Redevelopment Agency met Oct. 28 and held a public hearing on a proposed incentive package for a private development project. After discussion and new information that Weber County and the Northern Utah Economic Alliance may fund a consultant to analyze financial impacts and tax projections, the RDA voted to take no action and defer any commitment until the study is complete.
RDA staff told members that the proposed company’s materials projected substantial tax increment over time and that the initial staff estimate included a multi‑year rebate schedule. Members said they wanted a more detailed, locally focused financial analysis before committing any city or RDA resources, and staff noted that county or regional partners had offered to pay for a study that would calculate the city’s real net fiscal impact.
A motion to take no action was made and seconded; the RDA then adjourned and the council meeting reconvened. Staff said the outside consultant’s report will be shared with council and RDA members once available so the agencies can make an informed decision.
