Neighbors urge Morgan council to reconsider high-density plan for 690 North 700 East

Residents said recent multiunit development in North Morgan has stressed the neighborhood’s streets and emergency access. “The fire truck couldn’t even hardly get up there,” Annette Mortensen said, describing a recent emergency response near existing apartments. She and others raised concerns about speed, truck traffic, children on the street and the cumulative effect of new units behind existing homes.
Sheree Jensen, who said her driveway is 3 feet from the proposed exit, told council she saw no space for turnarounds or overnight parking in the plans and suggested a safer access onto Jenny Lane. Neighbors also told the council the height of retaining walls and placed fill behind homes has caused bulging and water intrusion; Nick Mortensen said the retaining wall “is actually bulging out” and that mud and water had already entered yards.
Other speakers asked the council to consider the cumulative effect of zoning changes and called for more enforcement or traffic mitigation in the neighborhood. Council members and staff encouraged residents to attend planning commission hearings and to follow the general-plan update, where development patterns and zoning policies are being considered.
The council did not take action on this proposal during the Oct. 28 meeting; councilmembers repeatedly directed commenters to the planning commission process and to upcoming public hearings on land-use changes.
