Council backs personnel policy updates, including on-call clarification and AI policy

City Human Resources and administrative staff outlined a package of personnel-policy updates at the Oct. 28 work session. Staff said most changes are minor edits, with two more substantive updates: clearer definitions of on-call duties and expectations, and a new AI policy to guide review and responsible deployment of artificial-intelligence tools.
The on-call language is intended to clarify what constitutes on-call work and what is expected of an employee when contacted after hours. Staff said the policy aims to protect employees from inappropriate after-hours communications except for true emergencies. On the AI policy, staff said the city is trying to "get ahead of the game" by creating a review process before deploying new AI technologies for city use.
Council members had no substantive objections and the updates were moved forward for formal action.
