Pleasant View — The Pleasant View City Council on Oct. 28 approved seeking an independent appraisal, at a cost not to exceed $4,000, for a small parcel near the multi‑sport park tied to a proposed land swap with EK Bailey Construction.
Andrea, speaking for city staff, said EK Bailey plans to relocate its headquarters to property immediately south of the multi‑sport park. As part of the relocation, the company proposed to construct a southbound deceleration lane, perform frontage improvements and allow park patrons to use portions of the company parking to supplement park parking when events require it. In exchange, EK Bailey would receive a narrow city parcel along the rear (railroad) side of the site that the company says it requires for its site plan.
"They would install the deceleration lane, coming southbound, and do the frontage improvements and then into the park," Andrea said. "It's also their intention to allow the park patrons to park in their parking lot to provide additional parking when that park gets utilized."
Councilmembers questioned whether the developer's work would include finishing the park parking, grading and curbing. Andrea said the appraisal is the next step to determine whether the exchange would be an equitable swap considering the developer’s estimated construction costs. The staff packet included a cost estimate provided by EK Bailey; city staff said the appraisal would allow the city to compare the estimated construction value against the value of the parcel to be conveyed.
Councilmember Gibson moved to authorize staff to seek the appraisal; Councilmember Marriott seconded. The motion passed with four yea votes and one abstention; the transcript records the tally but does not identify which member abstained.
City staff noted the appraisal request merely authorizes valuation work. Any subsequent property conveyance, sidewalk or parking improvements would require further council action, negotiation of a formal property exchange agreement, and likely coordination with UDOT for the shared access crossing.
The council also discussed the possibility of asking EK Bailey to include additional park paving while their crews are mobilized, but members agreed any such addition would be a separate budgetary decision for future consideration.
