Planning board backs 11.56‑acre amendment to Katy of Mooresville planned development

The Mooresville Planning Board voted to recommend approval of an amendment to PD202401 (Katy of Mooresville) that adds 11.56 acres to a previously approved planned development without increasing residential units or commercial square footage.

Applicant representatives Peter Pappas and Jim Schumacher of Pappas Properties told the board the additional acreage allowed the development team to relocate a stormwater pond to a less visible location, consolidate alleyways that would otherwise run parallel to an adjacent subdivision, centralize active‑adult housing, add interconnected green space and create a new commercial corner along the new East‑West Connector and Highway 115. Pappas said the project remains committed to delivering a grocery store in the first phase and retains prior attainable‑housing and trail commitments.

Planner Coley confirmed the amendment does not change previously approved unit counts or commercial square footage; adding acreage without adding units lowers the overall units‑per‑acre density because the denominator (acreage) increases. The applicant said grading plans are under review and that construction grading for the first phase is expected soon to follow the opening of the East‑West Connector in 2026.

One resident, Jack Bennion, spoke during public comment and praised the revised plan but requested clarity about online project-tracker information and how earlier figures (impervious area, unit counts) reconcile with the revised plan. Staff acknowledged a town website error on the project tracker and said staff would correct the listing and provide the updated materials to the commenter.

The board voted to recommend approval (voice vote) and will forward the amended PD to the town board for final action.
