Hales Location owners press county on elections, motor‑vehicle revenue and tuition costs

Representatives from Hales Location — treasurer Peter Currow and president Ron Sparks — met with the county to discuss several operational and fiscal issues affecting that unincorporated area.

Currow said preliminary accounting showed the Hales account running a deficit that staff would need to verify; he also asked for clarity on where motor‑vehicle registration revenues and election administration should be handled for Hales residents. The delegation said Hales Location is composed largely of private property managed by an owners association and lacks a conventional town‑clerk structure, creating questions about who administers in‑place elections and where vehicle‑registration revenue should be deposited.

Commissioners and staff discussed options: retaining Conway’s current processing (which historically received some revenue and staffing support), moving motor‑vehicle processing to Bartlett or another local office, or coordinating with the Secretary of State to appoint an official for election administration. County staff said they would check financial balances, the existing contract arrangements, and work to convene the Secretary of State, Bartlett selectmen and Hales residents for a meeting. The group also discussed school‑tuition volatility when residents move mid‑year and the possibility of establishing a small reserve to cover short‑term tuition obligations.

No formal change to contracts or election administration was made at the meeting; staff agreed to follow up with Conway, Bartlett and the Secretary of State’s office and report back to the commission.
