Worth County supervisors set a consolidated annexation and reclassification hearing for Drainage District DD1, DD40 and DE74 for Jan. 5 at 9:30 a.m. following a staff presentation describing technical reports and proposed assessment criteria.
Staff told the board the packet includes a roughly 50-page report plus a technical appendix and legal research compiled to support proposed annexations and reclassifications. The reports describe a five-point, numbers-based criterion to determine benefits and assessments: percent of ground that is poorly drained, proximity to the facility, elevation/grade, water-table depth, and other parcel-level factors. Staff said the methodology uses factors such as a soil-saturation metric ("K set") and elevation adjustments, and that results may differ from past classifications because engineering firms perform pre-class evaluations differently.
The board discussed DD40 specifically: staff said that when the facility was partially constructed years ago, parcels north of the half-built tile were not annexed and remain off the district schedule even though their surface water drains to the constructed outlet. "They still benefit from it," a staff member said, and the report recommends bringing parcels that drain to the DD40 outlet into the district. Staff used a $100,000 basis for initial assessment-percent calculations in illustrative examples but said no specific work was proposed on many affected tiles.
Supervisors discussed whether to hold one consolidated hearing or multiple hearings; they agreed to a single hearing day with short hearings for each reclassification or annexation. The earliest available hearing date after required notice periods was mid-December, but supervisors chose Jan. 5 to allow adequate notice and staff preparation time.
Staff said they will distribute PDFs of the reports and technical materials to supervisors and affected landowners ahead of the public hearing. The board approved setting the hearing date by voice vote.
