The Kenosha Board of Park Commissioners voted Oct. 27 to approve a memorandum of understanding with the Kenosha Bella Sport Cycling Club and the Kenosha Racing Bike Club to accept a donated memorial bike repair station near the Velodrome, approving a legal amendment that gives donors 90 days to repair or replace equipment after written notice from the city.
Staff member Billy told commissioners that the amendment clarifies the maintenance and removal clause: upon written notice from the city the donor will have 90 days to repair or replace the bike maintenance equipment or plaque; previously the draft required only that the city issue a letter within seven days. Billy said the donor groups will fund the station and commit to leaving it in place for a minimum of 10 years; the city may remove it later if it is not kept in good condition.
Billy described the station’s equipment as including wrenches, Allen keys and an air pump. He said the station will likely be sited just outside the Velo Drive parking area adjacent to the Velodrome, though the exact location is to be determined.
Commissioners agreed to reopen the public hearing at the next meeting to finalize placement details, and later voted to approve the MOU as amended. The approval was by voice vote; the transcript records the motion, a second and that “all in favor” signified by saying “aye.” No roll-call tallies were recorded in the public transcript.
The MOU lists the Board of Park Commissioners, Kenosha Bella Sport Cycling Club and Kenosha Racing Bike Club as parties and governs installation, maintenance expectations and removal authority. The amendment adopted at the meeting sets a 90-day repair window after written notice as the firm timeframe for donor response.
The commission’s action allows the clubs to install and maintain the repair station with city oversight; the city retains the authority to remove the installation if it falls into disrepair after the donor’s repair period ends.
