The Toledo City Council on Oct. 28 approved a package of ordinances that included a loan agreement of up to $5,000,000 to the Toledo-Lucas County Regional Board of Health and a series of zoning map changes and special-use permits.
Council acted on a second-reading ordinance, 4-88-25, authorizing the mayor to enter into a loan agreement and other instruments with the Toledo-Lucas County Regional Board of Health to facilitate acquisition, renovation and relocation of its offices, and authorizing the appropriation and expenditure of an amount not to exceed $5,000,000 from the general fund. Council declared an emergency and recorded the motion as carried; the ordinance passed on the roll call recorded in the meeting.
In the same session the council approved Ordinance 4-89-25, an amended agreement with the Lucas County Board of Commissioners and participating jurisdictions for the continued operations of the regional combined health district; Ordinance 4-90-25, an amendment to a special-use permit for a cultural exhibit at 1600 Mott Avenue; and Ordinance 4-91-25 and 4-94-25, each granting special-use permits for major urban agriculture at properties on North Huron Street and Broadway Street, respectively. Council also adopted a series of zoning map amendments — including Ordinances 4-92-25, 4-93-25, 4-95-25, 4-96-25 and 4-98-25 — affecting properties at 1936 Airport Highway, 4140 Fitch Road, 742 Oak Street, 2323 West Bancroft Street (with a related institutional campus master plan recorded as Ordinance 4-97-25) and 3801 Door Street. Ordinance 4-99-25, granting a special-use permit for community recreation at 6048 Deer Park Court, was also adopted after amendments.
All items listed on the agenda during the special meeting were adopted under emergency declarations and were carried on recorded roll-call votes. The clerk recorded attendance and affirmative roll-call responses for the votes. Several ordinances included location-specific planning and zoning language referring to Part 11 of the Toledo Municipal Code.
The meeting included minimal debate on the ordinance texts themselves; one brief statement in support of school-related items came from Councilman Martinez. The council completed the business and adjourned later in the session.
