Olathe planning commission approves setback reduction and final plat for State Farm office

The Olathe Planning Commission on a 9-0 vote approved a preliminary site development plan and later the final plat for the Hale Black Bob office, a proposed 8,000-square-foot multi-tenant office building for State Farm on an approximately 0.97-acre parcel east of Black Bob Road and south of 100th and 17th Street.
Andrea Morgan, Planner II, told commissioners the applicant had originally sought a 15-foot setback from 100th and 17th Street but, after neighbor feedback, revised the request to a 25-foot setback. "A modification is granted to reduce the building setback, from street right of way from 30 feet to 25 feet," Morgan said. Staff recommended approval of PR 25017 with an amendment to stipulation 1 reflecting the 25-foot setback.
Commissioner Corcoran moved to approve PR 25017 with the amended stipulation; Commissioner Creighton seconded. A roll-call vote recorded nine yes votes and no no votes; the motion passed 9-0.
At the subsequent public hearing, staff (recorded in the meeting as Andrew Morgan, Planner II) presented the final plat, which includes vacating a 50-foot platted build line so the building may be located closer to 100th and 17th Street. Staff stated that public-notice requirements were met and that staff had corresponded with the adjacent neighbor to the east about building placement. No members of the public had signed up to speak; the public hearing was closed.
Commissioners voted by roll call to approve the final plat (recorded in staff materials as FP 25,030) with nine yes votes. The chair noted that the commission's role is to inform city council; actions reviewed by the planning commission are ultimately considered by the city council.
The applicant did not make a separate presentation at either the preliminary-site or final-plat hearings and staff said the applicant was available for questions. The commission recorded neither conditions beyond the revised setback nor any public opposition at the hearings.
