City manager: West Main, water projects, stormwater plan and streetscape nearing next steps

The City Manager told the Geneva City Council on Oct. 27 that several capital projects are nearing procurement or construction milestones.
West Main Street: The manager said the West Main Street reconstruction is in its 18th month and that storm‑sewer installation could be wrapped up by the end of the week if weather cooperates. The manager said concrete crews are working on curbing and underdrains and expressed hope that, barring poor weather, the project could be completed in early November.
Eastport waterline replacement: The manager said a resolution on the agenda authorizes preparing and submitting an application for funding; he reported the total project cost is “just over $500,000” with a committed local match of $203,200 as pre‑bid figures.
Harper’s Field Water Tank and Water Line Improvements: The manager said an engineer’s bid recommendation found the low bidder, Great Lakes Crushing Limited, conformed to requirements. The low bid came in at $3,590,000, under an earlier estimate of $3,900,000. The manager noted the city’s contract obligation is up to 35% and offered a round‑number estimate that the city’s portion “may be” about $500,000 to $550,000; he described those figures as rough estimates.
Stormwater master plan: The manager said phases 1 and 2 (base mapping and field study) are complete. Phase 3 — project identification, concept planning and cost estimation — is budgeted at $32,700, with delivery of concept plans and cost estimates expected in roughly 12 weeks. Additional funding will be needed to implement remediation projects identified by the plan.
Appalachian Community Grant and downtown streetscape: The manager said procurement language for a storefront façade program is being finalized with Eastgate and that an architect is working with applicants in the central business district. The Streetscape Phase 1 construction behind the community center is underway; the manager gave a Nov. 14 deadline for Phase 1 and warned of short‑term parking disruptions.
