Lemont grants final PUD for Silver Cross medical office; residents question timing of construction

The Village of Lemont board unanimously approved Ordinance O‑50‑25, granting final plan‑unit‑development approval for a Silver Cross medical office redevelopment on roughly 3.05 acres at 1207th Street.

Jason (staff member) described the project as a new facility that will include urgent care and imaging services not previously offered in Lemont. He said the Planning and Zoning Commission had recommended the final PUD, that the current Silver Cross building will remain open during construction, and that the project team expects to open the new facility around this time next year.

During the audience‑participation portion of the meeting, residents raised procedural concerns. Laura Regal said she observed construction fencing and vehicles at the Silver Cross site and asked whether any site work or a groundbreaking had occurred before the village gave final approval. Robert Peterson also asked why a groundbreaking was held on Oct. 15 when the final vote occurred at the board meeting, and asked staff for clarification about the permitting and approval sequence.

Village staff and trustees responded that Silver Cross previously received preliminary PUD approvals and that certain pre‑construction activities may have been undertaken under preliminary entitlements; staff said the final entitlements were acted on at this meeting. The board said that if additional permits or work require village approval, those permitting processes and inspections remain in force.

Trustees did not make any new changes to the PUD at the meeting; the final PUD ordinance was adopted as presented.
