Lemont trustees approve consent agenda, development and infrastructure contracts; several ordinances and resolutions passed

The Village of Lemont board of trustees approved a consent agenda and a series of ordinances and resolutions at its meeting, including final development approval for a Silver Cross medical office and multiple infrastructure contracts.

Trustees unanimously approved the consent agenda, which included approval of minutes, two disbursement periods, Ordinance O‑49‑25 authorizing the sale and disposal of surplus village property, and resolutions R‑71‑25 through R‑78‑25 covering matters such as a memorandum of understanding with the U.S. Capitol Police and the scheduled destruction of certain closed‑session verbatim recordings. The motion to approve the consent agenda was moved by Trustee Snagowski and seconded by Trustee Kitridge; a roll call recorded five yes votes and one absence (Trustee Stapleton).

Clerk-led ordinance items included:

• Ordinance O‑50‑25 — Final PUD approval for a Silver Cross medical office redevelopment at 1207th Street (approx. 3.05 acres). Jason (staff member) told the board the facility will include urgent care and imaging services and that the Planning & Zoning Commission recommended approval. Trustees voted to approve the final PUD.

• Ordinance O‑51‑25 — Amendments to Title 13 (public utilities) and Title 17 (Unified Development Ordinance) addressing engineering standards such as water service taps, letter‑of‑credit requirements, submission of digital as‑built drawings, residential LED lighting standards, wet detention pond standards and 100‑year floodplain mapping. Jason said the changes were recommended by the acting village engineer; trustees approved the amendments.

• Ordinance O‑52‑25 — Issuance of a Class A‑3 liquor license for Capri Express. The item was delayed earlier for a non‑compliant sign; staff confirmed Capri Express is now in compliance. Trustees approved the license; the roll call recorded one abstention and the remainder yes.

Contract and award resolutions approved included:

• Resolution R‑79‑25 — Award of the 2025 I&I (inflow and infiltration) improvements program. George (administrator) said two proposals were received, the low proposal of $119,996 checked out and was under budget, and staff recommended award.

• Resolution R‑80‑25 — Award of contract for Old Lemont Road bridge improvements; Austin Tyler Construction submitted the low bid of $102,842, within budget.

• Resolution R‑81‑25 — Professional services agreement with HR Green Inc. for construction engineering related to the 2026 water main improvements, not to exceed $52,000; trustees approved the contract.

The board also appointed commission members for multiple commissions (art & culture, environmental, historic, liquor, planning & zoning, police pension) in a voice vote.
