ULCT flags water‑infrastructure fund and upcoming fee study as a potential new revenue focus for 2026

Staff briefed the board on the state’s work to create a water‑infrastructure funding mechanism and a forthcoming fee study by Zions Bank. The study’s findings — due Oct. 31 and expected to be presented to the Legislature’s natural resources committee in November — will examine options to raise revenue for statewide water infrastructure, including possible fees, tax options or a mix of funding sources.
ULCT staff said the state and legislative interest in the Water Infrastructure Fund (WIF) could lead to conversations about new fees or tax changes tied to funding water projects and that November committee materials will provide more detail. Staff said the League will analyze the study and prepare to participate in policy discussions, particularly where municipal water providers would be affected by new funding or cost‑recovery mechanisms.
Board members were informed that staff will monitor next month’s presentation and engage with the WIF effort as more details become available.
