YCSD adopts Standard Response Protocol language; outlines reunification, drills and expanded security measures

Greg Dolak, director of maintenance and facility support, reviewed current safety and security resources and the division's adoption of the I Love You Guys Foundation Standard Response Protocol (SRP) during the Oct. 27 meeting.
Dolak said the division uses badge access, a visitor-management system (IdentiKid) that checks government IDs against a 50-state offender database, a robust security camera network and upgraded Valcom PA systems. He described the five SRP actions now used across the division—Hold, Secure, Lockdown, Evacuation (safe-haven and reunification) and Shelter—and said regional 9-1-1 dispatch partners and nearby jurisdictions have adopted the same protocol to avoid confusion in cross-jurisdiction emergencies.
On reunification, Dolak described prearranged off-site reunification centers coordinated with community partners and a dedicated reunification trailer ready to support off-site operations. He urged families to remain home until the school division opens the reunification center and said the division will require ID checks at reunification to ensure students are released to authorized adults.
Dolak outlined drill requirements (two lockdown drills in the first 20 days, additional drills later, weekly fire drills in September then monthly drills, and annual tornado/earthquake drills). He highlighted the VOPEC (Surry Power Station) evacuation exercise for schools in the plant's protective zone and said federal and state emergency management officials commended the division's response in recent exercises.
On personnel and equipment, Dolak said the division is in its third year of school security officers and named Kyle Hahn as supervisor of school safety and emergency management; he said school security officers are certified by the Department of Criminal Justice and trained in a de-escalation system. The division has deployed 900 MHz radios across the fleet and completed Valcom PA installations in most buildings, with York High scheduled next.
