City staff outlines multi-grant package including $3 million sidewalk bid, camera award and water-system work

City staff briefed the Bandera City Council Sept. 9 on a package of grants and infrastructure projects including a $3 million sidewalks application and a $14,001.67 camera award.
City staff provided a multi-item grants and projects update during the Sept. 9 Bandera City Council meeting, reporting on sidewalk, public-safety camera, water-system and flood-infrastructure work.
Staff member Jill told the council that the city applied in June 2025 for a TxDOT Transportation Alternatives grant to construct sidewalks along Main Street. The project cost was described as $3,000,000; if awarded, staff said an additional 10% could be used for beautification features such as landscaping, benches and trash receptacles.
Jill also reported the city received a $14,001.67 award through a catalytic-converter/camera program administered with the vendor Flock; staff said the city is coordinating installation with the vendor and the Department of Motor Vehicles.
A separate LCRA grant application for park restrooms (about $150,000) remains pending; staff said the city requested a $50,000 match from a local entity (EEC) but the award status is not yet known. Staff further noted the wastewater-treatment-plant relocation remains in the land-acquisition phase and will be discussed in closed session; the flood-infrastructure project has completed the survey portion and awaits comment, and a Texas Water Development Board Drinking Water State Revolving Fund loan closed in mid-June and design and topographic work is underway.
Staff said the Metrolin Lane water-line replacement contract has been awarded to MGB Construction and equipment orders are in process. The city’s RED phase 2 submission (multiple project possibilities including work on an historic block, sidewalks and parking) was submitted in late August; staff said the grant manager submitted several proposed projects and the city awaits final selections.
Several items are multi-year projects; staff emphasized that many applications compete with large statewide applicant pools and that timing for construction and implementation will therefore vary by grant.
No formal council action was recorded on these items at the public meeting beyond directing that some items (land for the wastewater plant) be discussed in closed session.
