The Clay County Board of Commissioners on Oct. 28 approved a phased rent increase for tenants at the Family Service Center to bring county‑owned rental rates toward the private market.
Joel Olsen, Clay County facilities director, presented a market comparison showing current county rents lag private alternatives. He recommended a four‑year lease schedule for the highlighted tenants whose leases come up on Jan. 1, 2026: no increase for the first year (2026); in 2027 increase first floor to $15.75 per square foot and second floor to $14.75; in 2028 increase to $17.75 (first floor) and $16.75 (second floor); and in 2029 move to $18.75 and $17.75 respectively.
Olsen noted the Family Health Care tenant is on a separate 10‑year lease and that CAPLP is the largest tenant (about 14,000+ sq ft) and is not up for renewal until 2029. He and the building committee framed the proposal as a phased approach intended to avoid disrupting nonprofit partners while helping the Family Service Center operating budget keep pace with rising building costs.
Commissioners asked about prior notice to tenants, lease lengths and the county—s desire not to undercut private market rates. The board voted to approve the building committee—s recommendation. Commissioner Bair moved the motion and Commissioner Ebinger seconded; the motion carried by voice vote.
