Board approves Windsor Park concept to strengthen LWCF grant application

The board approved a site master plan Oct. 27 to support a Land and Water Conservation Fund (LWCF) grant application for Windsor Park improvements.
Staff said Windsor Park was a prior LWCF recipient and that the LWCF scoring favors recreational amenities. To strengthen the application, staff proposed replacing one playground element (a recreational amenity), adding a restroom and improving the walking trail and a pedestrian bridge across the creek. The total project budget for the expanded scope was presented as roughly $522,000 with a 1:1 LWCF match; staff said the town’s current project budget contains $289,000 and the local match requirement of $276,150 is within planned funding for the project.
Commissioners approved the site master plan unanimously. Staff noted the proposal does not request new town funds beyond the current project allocation and will be submitted as the town’s LWCF application to increase the project’s competitiveness.
