Corey King, project lead, said the town received nine design‑build submittals, interviewed four finalists and concluded the Edifice/PONN combination best met evaluation criteria. The 20% design phase is intended to refine scope and produce a guaranteed maximum price (GMP) so the town can confirm final cost and deliverable elements before full construction authorization.
Town attorney Daniel Peterson confirmed contract language was reviewed to include municipal protections typical for a design‑build delivery. The board’s authorization allows the town to fund the 20% design phase and proceed toward a GMP; staff said they will return with pricing and a proposed GMP for additional board action.
