Bianca Terellano, the event applicant, described the planned small cultural festival featuring an artisan area, four food trucks (including one serving Romanian mitite), folk dance demonstrations and a Matthews Heritage Museum booth. Terellano said she had secured two local craft breweries — Divine Barrel and Seaboard Brewing — to sell beer under their permits, would confine alcohol to a defined area with signage, and planned a seating area where alcohol could be consumed.
Commissioner Mark Tofano made the motion to approve the exemption and Commissioner John Urban seconded. The motion passed 6–1; Commissioner Leon Threet recorded the lone vote in opposition. Commissioner Tofano noted his personal abstention from alcohol but supported the cultural event; Terellano confirmed organizers would provide the breweries’ permit documents to the town.
The approval instructs town staff to implement necessary event permitting conditions consistent with the town’s ordinance requirements and the constraints discussed at the meeting.
