Commission approves Bank of Old Monroe site plan; 10-foot trail contingent on MoDOT approval

The Planning & Zoning Commission approved a site plan Oct. 2 for a Bank of Old Monroe branch on Lot B, Plat 10, Streets of Caledonia, subject to standard site and screening conditions and a MoDOT-dependent trail requirement.
Elliot Reed of Cochran Engineering presented the design for a 4,400-square-foot bank with three drive-through lanes and a rear shared access drive that will be considered in a separate site-development review next month. Staff requested screening for HVAC and mechanical units, additional lighting at the access intersection and either a five-foot sidewalk adjacent to the curb or a 10-foot trail outside the right of way along Highway DD.
Commissioners and the applicant debated whether a continuous 10-foot multiuse trail along DD was feasible given grade differences and MoDOT right-of-way constraints. The commission approved the site plan after modifying the trail condition: the petitioner must apply to MoDOT for permission to place the trail in MoDOT right-of-way; if MoDOT approves, the 10-foot trail must be constructed; if MoDOT denies permission, the trail requirement will be waived for that frontage. Staff said it will coordinate with MoDOT and report the agency's decision.
