Nantucket commission approves TPAC to consolidate bicycle, roadway and public-access advisory work

The Nantucket Planning and Economic Development Commission on Oct. 27 approved creation of the Transportation Planning & Access Committee, or TPAC, a nine-member citizen advisory body that will advise town staff and elected officials on transportation assets, public access, long-range planning and outreach.

The commission voted to establish six at-large seats appointed by the Select Board, two voting representatives appointed by the Planning and Economic Development Commission (NPDC) and one representative appointed by the Commission on Disabilities (or, if NPDC lacks available commissioners, the NPDC may appoint a community member in lieu). Staff will serve as nonvoting ex officio members; the motion specifies the Transportation Program Manager, the director of the Department of Public Works, the town real-estate specialist and a NERDA representative as regular ex officio participants.

Why it matters: Commissioners said consolidating overlapping committees will reduce duplicated staff time and volunteer meeting burden while providing a single forum for issues that cross older committee boundaries, including bicycle and pedestrian improvements, roadway intersections, freight and parking, encroachment and beach and paper-street access. Commissioners also emphasized the need for a careful rollout so ongoing projects and volunteerswork are not disrupted.

Staff presented a memorandum from the Roads & Right-of-Way committee summarizing its August 21 discussion and recommending a combined committee with a broad mission. That recommendation and staffedits were debated at length: commissioners discussed the appointing authority (Select Board vs. NPDC), the number and type of seats, and whether to separate staff-level traffic-safety work from the citizen advisory planning function.

The final motion, as amended and approved, gave the Select Board authority to appoint the six at-large members, reserved two seats for NPDC appointees (with NPDC allowed to appoint a community member in lieu if no commissioner is available), and requested one representative appointed via the Commission on Disabilities to ensure accessibility and equity perspectives are represented. The commission also agreed on the committee name "Transportation Planning & Access Committee (TPAC)."

Outcome and next steps: The motion passed on a recorded voice vote; members present voted in favor. Staff will forward the committee structure, mission and recommended appointment process to the Select Board for formal appointments and will develop an initial work plan and outreach schedule. The commission asked staff to preserve ongoing projects (paper streets, beach access, encroachments and active intersection work) during the transition.

No specific implementation dates were set at the meeting; staff said they will return with details on recruitment, meeting cadence and a probable start date once the Select Board has appointed members.
