O'Fallon proposes $34.5M for streets and major reconstruction projects in 2026

Staff described a $4.95M allocation for concrete improvements and dedicated line items for asphalt repairs and partial-depth concrete repair.
Funding and coordination: The city anticipates partner agency support and grant funding of approximately $13,780,000 to supplement city dollars, with staff continuing to apply to the Saint Charles County Road Board, the Missouri Department of Transportation and federal grant sources. Engineering staff cautioned that several large projects require coordination with county work (notably Hopewell Road) and may be shifted to 2027 if schedules overlap and traffic relief options are limited.
Operational approach and capacity: To reduce cost the city will produce concrete in-house using newly budgeted concrete trucks; staff said that practice could yield an estimated 30% savings versus purchasing ready-mix. Engineering requested an additional project manager position to handle the workload associated with multiple simultaneous capital and maintenance programs.
