Lemont approves final PUD for Silver Cross medical office; residents question pre‑vote site activity

The Lemont Village Board voted to adopt Ordinance O‑50‑25 granting final Planned Unit Development (PUD) approval for the Silver Cross Medical Office redevelopment at the site listed in the packet. Trustee McClafferty moved the motion, Trustee Forsley seconded, and the motion passed by roll call. Municipal staff said the new, roughly 3.05‑acre facility will include urgent care, imaging and other services not currently available in Lemont; the existing building will remain open while the new structure is built.
At least one resident said a groundbreaking took place Oct. 15 before the board’s final approval and asked whether that raised legal or procedural issues. Resident Laura Regal told trustees that construction fencing and vehicles appeared on the site prior to tonight’s vote. Village staff and the mayor responded that Silver Cross had received prior approvals at the preliminary PUD stage and that preliminary entitlements had been discussed at earlier public meetings; staff reiterated that final entitlements were the subject of the ordinance voted on tonight.
Jason (village staff) said the Planning & Zoning Commission recommended final PUD conformance with the preliminary plan. The village did not record any enforcement action related to the groundbreaking during the meeting. The board approved the ordinance by roll call.
