Mr. Owens explained the parcel was acquired more than 20 years ago during a storm‑sewer improvement project after staff could not secure a narrow easement from the private owner; the city purchased the entire parcel at that time. Staff said the city has not used the property and that sale would include retention of any necessary easements for the existing storm sewer.
Council discussed whether the lot could be built on; staff said the parcel is narrow and lacks direct access to London Road, so suitable development would likely require consolidation with adjacent parcels. After discussion, council suspended the rules and adopted Ordinance 25‑61 to proceed with auction. Timing for the auction was not specified at the meeting.
