The Marion County Planning & Zoning Commission recommended approval of a rezoning request by Agrisource LLC to change a 1.6‑acre portion of a 36.77‑acre parcel from general agriculture (A‑1) to heavy industrial (M‑2). The parcel is located near commercial and industrial uses and lies within/near the Silver Springs community redevelopment area (CRA) and primary springs protection overlay zone. Staff had recommended denial of M‑2 due to CRA compatibility concerns and proximity to outdoor recreation and conservation lands and offered M‑1 (light industrial) as a more compatible alternative.
Kathleen Rignoli of Growth Services explained staff’s concerns that M‑2 uses could be visually and environmentally intrusive near the CRA gateway and primary springs protection areas, raising potential issues related to dust, noise and glare. She noted the community redevelopment plan’s emphasis on aesthetic and design standards for the CRA and recommended denial of the M‑2 rezoning while noting M‑1 as a possible compromise.
Applicant’s counsel Austin Daley argued the CRA standards are architectural/site design and do not prohibit industrial uses; he noted existing M‑2 and M‑1 zoning on adjacent parcels and represented that the requested rezoning would align the parcel’s zoning with nearby uses. Commissioners debated compatibility with the CRA and the springs protection overlay and ultimately voted to recommend approval of the requested M‑2 rezoning despite staff’s recommendation for denial. The matter will be forwarded to the Board of County Commissioners for final action.
