Commission recommends denial for permit to park multiple commercial trucks and trailers on a rural parcel

The Planning & Zoning Commission recommended denial of a special‑use permit request to allow parking of two commercial trucks, two trailers and related equipment on a one‑acre A‑1 parcel near a rural area southwest of Bellevue. Staff said this exceeds the allowance of one truck and trailer for the zoning classification, that vehicles are parked on an unpermitted driveway and that the requested parking would encroach within 100 feet of a residence, creating compatibility and safety concerns.

Eric Kramer, a staff planner, described the site as a meets‑and‑bounds rural parcel with an unpermitted driveway and an active code enforcement matter. He said staff’s preferred outcome would be denial, but identified alternative conditions that could allow one truck (or one truck without a trailer) if adjacent property owner consent and stormwater/permitting issues were resolved.

Code enforcement testified that the site had been cited for multiple violations including operating a business in an inappropriate zone, parking commercial vehicles in an improper zone, an unpermitted driveway connection and accumulation of inoperative or unsightly vehicles. The applicant’s translator said trucks are typically empty on return trips and that mechanical repairs are completed off‑site.

After public discussion, the commission voted to recommend denial of the request; the matter will be forwarded to the Board of County Commissioners for final action on Nov. 17 at 1:30 p.m.
