The Marion County Planning & Zoning Commission voted to recommend denial of a special‑use permit application by Ocala Freedom Investments LLC that would have allowed a 50‑by‑40 storage building and off‑site storage of heavy equipment and trailers on an R‑1 single‑family lot in the Liberty Triangle / Ocala Waterways Estates subdivision. Staff recommended denial, finding the commercial storage and equipment parking incompatible with surrounding single‑family homes and inconsistent with the county comprehensive plan.
Staff presenter Jared Rivera said the storage structure had already been constructed and was undergoing permitting but the current use (commercial storage and parking of semi‑trailers, heavy machinery and equipment) conflicts with R‑1 zoning and the neighborhood’s character. Staff also flagged an active code enforcement action for unpermitted driveway work and use of the property for commercial operations.
Residents, including Anna Signore and others who live within a few hundred feet of the site, testified in opposition. They described a narrow, pedestrian‑heavy neighborhood with children walking to school, frequent early‑morning and late‑night movement of trailers, and reported servicing and repairs occurring outside permitted hours and in conflict with ordinance standards. Residents urged denial for children’s safety, noise and neighborhood character preservation.
The applicant, Luis Moises, told the commission the business uses the facility to store appliances and property‑management supplies and asserted the heavy equipment could be moved off site and that operating hours would be limited. He said he sought time to complete permitting and to move equipment to a longer‑term storage property being developed.
After hearing staff recommendation and public comment, the commission voted to recommend denial, finding the request inconsistent with the comprehensive plan and not compatible with surrounding single‑family uses. The board’s recommendation will be forwarded to the Board of County Commissioners, which will hold a final hearing on Nov. 17 at 1:30 p.m.
