Delaware City Council on Oct. 27 voted to approve Resolution 25‑77, a development plan for Briar Hill Villas, a 62‑unit senior rental community on about 8.23 acres at the southwest corner of South Hawk Road and Lansdale Drive.
Planning staff described the proposal as single‑story buildings, each with a two‑car garage and patios, distributed across 13 buildings plus a clubhouse. Units range from three to seven per building, with required stone wainscoting on street‑facing elevations and high‑quality vinyl siding elsewhere. The plan includes three private access points from Lansdale Drive; private streets will include 5‑foot sidewalks on at least one side, and the developer will be required to meet the city’s landscaping standards.
Staff noted the site was rezoned earlier in April 2025 (PUD '25‑6) to allow the senior community and that planning commission and staff recommended approval with conditions. The developer confirmed rents will be market‑rate and that a maintenance/repair arrangement for Lansdale Drive is being discussed with the neighboring property owner who currently owns parts of the road. Council approved the resolution by roll call.
Staff said Lansdale Drive's long‑term maintenance remains the responsibility of private owners but the city will monitor compliance with required maintenance standards; the resolution is conditioned on working with adjacent owners to address pavement and curb conditions.
