Residents near North Lake Holding School and leaders of the Manor Lake Civic Association told the board that the North Lake facility is inappropriate for the Alternative Education Program (AEP) and asked MCPS to accelerate a permanent facility for the program.
"The Northlake Holding School is completely inappropriate for our alternative education program," Manor Lake Civic Association president Lupe Rohrer said, describing the building as an elementary facility that lacks security and infrastructure for older students and staff. Rohrer said the community learned of the relocation late and raised concerns about student transportation, safety walking from bus stops and inadequate site conditions such as overgrown grounds, deteriorating portables and security cameras obstructed by tree limbs.
Speakers noted MCPS's plan in the superintendent's CIP proposal to renovate the Spring Mill Center as a permanent down-county AEP location, with an interim move to the Fairland Center in August 2027 for two years while construction proceeds. Residents urged MCPS to complete a punch list of urgent safety items at North Lake while the program remains there and to prioritize a permanent AEP location in the CIP.
A nearby resident who said she lives next door to North Lake described low attendance and dangerous routes, and requested better communication and repairs while the facility hosts AEP students.
MCPS staff acknowledged shortcomings in previous communication and said the CIP recommendation includes renovations and a multi‑year plan for AEP; staff committed to keep the community informed and to perform immediate maintenance and security fixes where possible during the interim period.
