Mr. Reeves explained that Florida rules require the district to accept documentation parents present for home‑educated students; when parents attest a child has completed a certain grade, the district initially places the student at that grade. If no portfolio or transcript is provided — or if a placement raises questions — schools may administer cumulative reading and math assessments (for example, early literacy and numeracy checks, FAST) to determine an appropriate placement and interventions. Reeves said these assessments and follow‑up interventions are used to confirm placement and to determine supports.
Staff noted that most out‑of‑district transfers include transcripts (the majority of cases) and that sprint turnaround for registrations is typical; when placement questions arise — especially in secondary course selection for graduation requirements — schools may delay start by a few days to ensure correct course placement. Staff also referenced updated partial‑enrollment language that differentiates home‑education students receiving no state scholarship from those who do, and explained that scholarship students follow different documentation or payment processes. The board asked staff to verify that the kindergarten/first‑grade language about portfolios and assessments aligns with the broader policy and to ensure the policy text is explicit about transcript vs. parent‑attestation handling across grade levels.
