Council selects ICS Wold for facilities needs study; funds available from existing facility account

Staff summarized a solicitation and evaluation of proposals; council members noted that several firms were qualified and that prices varied. The city administrator said the work would be funded from an existing facility fund (the city levies approximately $50,000 annually into a facilities reserve). A council member moved to select ICS Wold, the low-price proposer, and the motion passed without recorded opposition.
The consultant will review building systems, remaining useful life of major equipment (HVAC, boilers, roofs), and provide a multi-year capital forecast to guide future budgeting. Staff said the study will be a detailed process, including room- and fixture-level review, and results will inform future capital-improvement planning and potential levy decisions.
Next steps: staff will execute a contract with ICS Wold, begin the inventory and assessment phase, and return to the council with findings and recommended capital projects and cost estimates.
