Romana Carey, managing director of engineering and administration for the Solid Waste Authority (SWA) of Palm Beach County, updated the delegation on county waste operations and upcoming capital needs. Carey said SWA manages approximately 2.3 million tons of waste annually, operates two waste‑to‑energy plants, six transfer stations, seven household chemical drop‑off sites and a county landfill, and has an annual budget of about $408 million and roughly 436 employees.
Carey noted Palm Beach County led the state in recycling for three consecutive years and highlighted plans for a new waste‑to‑energy facility estimated at $1.5 billion to replace a 40‑year‑old plant (referred to in remarks as REF‑1). She also described an upcoming collections contract across five service areas in unincorporated Palm Beach County and announced SWA's executive director will retire in December.
Carey requested the delegation remain available as SWA evaluates how legislation related to recycling, power generation, special districts and contracts could affect operations. She provided delegation members with legislative affairs contacts for follow up; no appropriation request was presented in the public remarks.
