The Pasco City Council approved the following actions at the meeting (motions and roll call recorded in the public transcript):
• Ordinance 4794 — Vacate a portion of Road 104 right‑of‑way (approved unanimously). Motion by Mayor Pro Tem Grimm; second by Councilwoman Blaisdale. Public support was voiced by Pastor Jim Maylu of Hope Fellowship.
• Ordinance 4795 — Declaration to request annexation into the Mid Columbia Library district (approved unanimously). Motion by Mayor Pro Tem Grimm; second by Councilwoman Blaisdale. Staff estimated a levy at approximately 23¢ per $1,000 assessed valuation if the measure reaches the ballot and voters approve.

• Ordinance 4797 — Rezone DNR/Habitat parcels from RT to R‑3 and to C‑1 as shown (approved unanimously). Planner presentation noted comprehensive plan consistency; no appeals filed.
• Ordinance 4798 — 10‑year nonexclusive franchise for Fat Beam to operate underground fiber optic facilities serving school district properties (approved unanimously). Staff noted Fat Beam does not currently serve residential customers in Pasco.
• Ordinance 4799 — Water and sewer revenue refunding bonds (parameters set; not to exceed $11,000,000; proceed only if net savings ≥3% and interest ≤5.5%) (approved unanimously). Motion authorized staff to finalize terms within parameters.
• Resolution 4666 — Interagency agreement with Washington Traffic Safety Commission (WTSC) for traffic enforcement funding (approved unanimously). Pasco Police reported enforcement results and DUI arrest increases; department said WTSC funds contributed to a reduction in DUI collisions in prior years.
• Resolution 4667 — Professional services agreement for Pasco hearing examiner (approved 5–1). Council approved hourly contract terms and clarified indemnification language; one councilmember asked for a future RFP for hearing examiner services.
• Resolution 4668 — Set public hearing for a McCarthy Street right‑of‑way vacation on 11/17/2025 (approved unanimously).
• Resolution 4660 — Interfund loan from economic development fund to medical/dental insurance fund ($6.5M) (approved unanimously). See separate item for context.
• Resolution 4669 — Ratification of IAFF Local 1433 2026 collective bargaining agreement (approved unanimously). Agreement includes a 3% wage increase and defined health plan changes; estimated 2026 fiscal impact ~$1,277,000.
