The Oroville Planning Commission voted to approve a use permit for Gilded Needle Body Art & Fine Jewelry at 14440 Myers Street (Suite B). Planning staff described the proposed studio as a moderate‑impact personal service under the zoning code but said no nuisance impacts (noise, odor, lighting) are anticipated and that the use is compatible with downtown commercial activities. Staff also said the application is categorically exempt from CEQA under Section 15301 for existing facilities.
Applicant Sierra Holder told the commission she was born and raised in Oroville, has long experience piercing in Butte County and intends to focus on biocompatible materials such as gold and titanium so customers will not need to travel outside the city for professional piercing and quality jewelry. Commissioners commented positively on the proposed signage artwork and the applicant’s investment in downtown.
One commissioner asked that staff include body piercing in an upcoming code change that is moving tattooing from a moderate‑impact classification to low impact; staff agreed to include body piercing wording for future ordinance edits so the commission could review them before they proceed to council.
Following a motion and second, the commission recorded the approval (motion passes with six yes votes, one absent). The applicant indicated a hoped‑for opening by December.
