Staff recommended the council accept a $499,550 legislative appropriation for the Road 80 Neighborhood Park, increase the project budget and authorize a purchase-and-install agreement with Great Western Recreation.
Director Jesse Rice said the city owns three acres outside of the adjacent elementary play yard and that the cooperative agreement with the school district makes the city responsible for play equipment on the city'owned portion. Using the appropriated funds and the CIP allocation, staff proposed a package that would include a 2.5- to 5-year-old playground, a 5- to 12-year-old playground, an adult-child interactive swing, one outdoor pickleball court (the city's first), a half-court basketball surface, a small sled hill, picnic shelter, a walking path, benches, trash containers and a portable restroom shelter.
Rice said the grant contract was finalized Oct. 3 and, if authorized, the city could schedule installation between February and June with a mid-2026 ribbon cutting and tree planting. Staff offered five alternatives for council consideration, including delaying the purchase, approving the grant but keeping the original budget, or expanding scope with additional park development funds. The staff recommendation was to approve the grant, increase the budget to the awarded amount and authorize the purchase agreement.
What happens next: the item will return on the consent agenda for formal authorization; staff plans installation in the spring of 2026 if council approves the purchase agreement.
