The Pasco City Council unanimously adopted ordinance 4797, reclassifying specified parcels south of Burton Boulevard and west of Road 68 from residential transition (RT) to R‑3 (medium‑density residential) and to C‑1 (retail business) where the comprehensive plan designates commercial use.
Planner Ivan Baragon presented the proposal, which the staff and the hearing examiner recommended for approval. Baragon said the larger western parcel is designated in the Comprehensive Plan for medium density residential use (6–20 dwelling units per acre) and that a narrow sliver along the site is planned for commercial use adjacent to the anticipated Road 76 overpass alignment. "If ordinance 4797 is passed, the zoning map will be updated to reflect this change as shown," Baragon told council.
No appeals were filed after the hearing examiner’s recommendation. Councilmembers expressed support for the rezone; one councilmember noted prior public outreach and a recent unveiling at a Habitat for Humanity luncheon where state officials participated. The motion to adopt was made by Mayor Pro Tem Grimm and seconded by Councilwoman Blaisdale; roll call confirmed unanimous consent.
Ending: The rezone aligns city zoning with the Comprehensive Plan designation and enables future project applications — including Habitat for Humanity‑led development — to proceed through normal project‑level review.
