Committee adds foster-placement to City of Minneapolis paid parental leave, aligning with state law

The Administration & Enterprise Oversight Committee voted to amend the City of Minneapolis paid parental leave policy to add foster-child placement as a qualifying event effective Jan. 1, 2026.
Amy Freeman of Human Resources told the committee the amendment is intended to align the city's policy with the state paid family and medical leave law passed in February 2023. Freeman summarized the state program: up to 12 weeks of partial wage replacement for an employee's own medical condition and 12 weeks for leave to care for a family member, with a 20-week cap on leave taken within a year. She said the city currently provides 12 weeks full salary for birth or adoption and is asking to add foster placement to the city policy.
Freeman said the city will file an "equivalent plan" with the state and move forward with implementation steps including finalizing a plan document and contract with The Standard, completing coalition bargaining, conducting manager trainings, holding employee information sessions and issuing the required written notice to employees by Dec. 1. On funding, Freeman said the city will collect the 0.88% payroll tax to fund the program and that many public employers are settling on a 50/50 split of the contribution with employees paying no more than 0.44%.
When asked about a proposed payback provision, Freeman said that provision would be removed because it would not comply with the state law. A motion to approve the amendment passed on roll call (five ayes).
