Commissioners approve specialty court and road cost-share budget amendments; deputy clerk request deferred

The Collin County Commissioners Court approved two budget amendments on routine items and delayed a requested new position after staff asked for more data.
Christine Malone, First Assistant County Auditor, told the court the specialty court 1050 fund received program fees and requested a $294,240 budget amendment to allocate those fees to participating courts for fiscal year 2026. The court approved the amendment without recorded opposition.
County staff briefed the court on a $200,210 cost share from the City of Lowry Crossing for construction of a portion of Road 398 adjacent to a development. Staff said the funds need to be recorded in the correct revenue account and transferred for project use; the court approved that action 4–0.
On a staffing matter, District Clerk Mike Gould and County Administrator Yoon Kim asked the court to delay consideration of creating a Deputy District Clerk II position and the associated FY2026 budget amendment. They requested one week to gather more data, including security considerations and whether the matter should be discussed in executive session. The court agreed to postpone the item.
The court also approved a slate of promotions in the district attorney’s office, as read by Commissioner Hale, and later concluded the Collin County Healthcare Foundation meeting that followed with a consent agenda approval.
