Commissioner Moss and staff described a 20‑question matrix that asks agencies to identify statutory tasks, how federal interactions occur in practice, where authority derives from (statute, regulation or guidance), and where uncertainty or overlap occurs. The mapping effort has visited roughly one‑third of the state executive agencies to date and will continue through November; staff said they plan to present findings to relevant legislative committees so committee chairs can assess agency concerns.
Professor Andrew Smith is preparing training modules that will use the completed agency maps to create substantive briefings for legislators and agency staff on federalism history, constitutional doctrine, recent case law and practical tools to manage federal‑state interactions. Commissioner Moss said the matrix and agency responses will inform the content of those modules.
Staff suggested the materials will be used both for internal legislative briefings and as shareable modules for other states interested in performing similar agency audits.
