Riley Williams, associate general counsel with Office of Legislative Research and General Counsel, explained the clarification was requested by a constituent and by the Department of Child and Family Services; the statute previously used the term "parent" without an explicit inclusion for step‑parents or foster parents. The committee voted to adopt the draft as a committee bill and favorably recommended it; Representative Kristofferson moved the bill and the motion passed by voice vote.
Committee members confirmed the bill continues to include legal guardians in the statutory authority as well. The committee recorded the favorable recommendation for floor sponsorship and further action in the session process.
