SALT LAKE CITY — The Business and Labor Interim Committee voted Oct. 15 to sponsor draft legislation requiring additional notice periods and transition planning when senior care facilities change ownership or close.
Representative Tiara Auxier, the bill sponsor in the House, said the proposal was sparked by a constituent who moved into a facility and received a 30-day notice to leave after the facility sold. The draft would require 45 days— notice to residents before a closure and a 60-day notice before a change of ownership could raise rates; if a facility is closing the provider must prepare a transition plan to assist residents in relocation and continuity of care.
Industry support: The Utah Health Care Association and the Association of Assisted Living Centers told the committee they worked with the sponsor on compromise timelines and supported the bill as drafted.
Committee action: Representative Ballard moved to make the draft a committee bill and the committee approved the motion unanimously. Staff will carry the committee bill forward to the legislative bill file for the upcoming session.
