Hebert said the district’s bargaining team has presented a TSIA distribution proposal four times in negotiations — including twice at bargaining sessions held the previous day — and none of the proposals “have been accepted.” Hebert added the intent of the state statute is “to put the TSIA dollars in the hands of the qualifying teachers as soon as possible,” and that the district submitted a statement, rather than a board‑approved plan, because it had not yet finalized distribution details.
The board was told the TSIA and growth allocation must be used for increased personnel compensation or salary increases for full‑time classroom teachers with at least two years of full‑time teaching experience in Florida public schools. Hebert cited an Oct. 1, 2025 deadline by which districts were to submit either a board‑approved plan or “a statement explaining what steps have been taken and an anticipated date for completion.”
To move the process forward, Hebert said she is declaring impasse on the TSIA proposal that the district brought to bargaining. She said the district will continue to meet with CCEA and negotiate both economic and contract language issues and that the next scheduled bargaining session is Monday, Oct. 20 at 4:30 p.m.
Board members discussed the Oct. 20 timing because the district’s master board training is scheduled that same day; members said the training will likely finish before the bargaining session begins. Several board members asked whether the parties could meet earlier; Hebert said she would contact the other side to inquire but emphasized both sides must agree on any date change. Hebert also reminded the board that any bargaining session must be noticed on the school board website so it remains open to the public.
