Board shortens fiscal recovery timeline, accepts AG Open-Meeting findings amid public calls for accountability

Trustees altered the district's governance goal timeline and formally accepted Attorney General findings on multiple Open Meeting Law matters during the Oct. 16 meeting.

Superintendent Frankie Alvarado told the board that district revenue has fallen sharply with declining enrollment and that a 10-year analysis shows the district could finish this fiscal year with a multi-million-dollar deficit. In discussion trustees concluded the previously stated three-year recovery target was inadequate and amended the goal so the district must "break even" within one year and restore a 4% ending fund balance within two years. The amended goal passed unanimously.

The board also received a set of findings from the Nevada Attorney General concerning Open Meeting Law complaints; the AG report identified violations and made conclusions of law. The board moved to accept the AG findings of fact and conclusions of law; the motion passed unanimously after public comment. Several members of the public urged stronger sanctions—calls included requests for formal apologies, censure or resignations—while other speakers urged closure and moving forward.

Board President Melinda Wagstaff moved to accept the AG report; the motion and supporting second were approved in open session. Trustees noted the district will continue working with legal counsel and stated the acceptance of the AG findings sets the matter on the public record.

Ending note: trustees said they will continue budget remediation work in January with options tied to enrollment, staffing and program decisions and that the district will follow required public processes in any further governance or personnel actions.
