Daryl Cronin, the city’s new director of Parks, Recreation and Leisure Services, presented a placemaking and programs update to the council, describing special events, maintenance work and larger capital projects.
Cronin framed the department’s mission as connecting people through events and public spaces. He cited Groovin’ by the Bay (11 concerts averaging 250–300 attendees), Bluebird Gap Farm’s recent fall festival and the city’s largest event, the Blackbeard Pirate Festival, which Cronin estimated draws nearly 12,000 people.
Completed placemaking projects in fiscal year 2025 included the Buckroe Beach inclusive playground, Darling Stadium improvements and renovations at Sandy Bottom and Lake Hampton. Cronin said the department is developing a conceptual plan for Bluebird Gap Farm and is considering upgrades that could expand the site’s visitor offerings.
On playground replacement and accessibility, Cronin emphasized ADA compliance for playgrounds built on school sites in partnership with Hampton City Schools and noted the therapeutic recreation center’s new ADA‑compliant playground.
When Vice Mayor Brown asked about Brightfield tennis‑court conditions, Cronin said a contractor is lined up to repave the court within a few weeks. Council discussion about the Virginia State School site focused on honoring its historic integrity; Cronin said stakeholder engagement with neighborhood residents, former teachers and other stakeholders will be reengaged once a consultant is on board. The Briarfield Park master plan discussion included potential field realignment and sports‑turf options to support tournaments and revenue generation.
Cronin listed other projects in design or underway, including Mary T. Christian Elementary playground replacement, senior center interior work and Buckroe Beach Observation Pier safety and aesthetic upgrades. He thanked council for support and invited further questions and community input before formal plans are introduced to the public.
