Three residents spoke during the public‑comment period.
William Moore, who identified his business as Blue Flame Eternal LLC, said he has been denied rental of a lane at the Hampton AquaPlex for the purpose of teaching swim classes that include children and adults, some with water‑fear issues. Moore said he holds insurance, a business license and state registration, and asked council to intervene or direct staff to allow lane rental. He said the AquaPlex procurement and rental policies are being followed by staff but asked for council consideration of a policy change.
Dennis Green, property owner of 519 Big Bethel Road adjacent to the Big Bethel Blueway trailhead, asked the city to connect him with the appropriate staff to explore a partnership to provide food and refreshments at the trailhead; he provided contact information and photographs for follow up.
Chris Bowman spoke about proposed accessory dwelling unit (ADU) sizing and urged the council to consider 1,100 square feet rather than an 800 square‑foot limit so an ADU could include three bedrooms and two bathrooms to accommodate visiting family or a family of four; he also asked how storage or garage square footage would be factored into ADU allowances.
City Manager responded that staff would pass Mr. Bowman's recommendation to the ADU stakeholder committee and would connect Mr. Green with appropriate staff; regarding Mr. Moore and the AquaPlex, the manager said staff is enforcing existing rental policies and procurement rules unless council directs a policy change.
