Committee hears testimony to clarify Ohio laser hair‑removal rules, allow RN/LPN operation under off‑site supervision

Chair Schmidt convened a second hearing on House Bill 377, which would update Ohio’s statute governing laser hair‑removal services. Scott Ward, a partner at Orec, Harrington & Sutcliffe, testified on behalf of Milan Laser Hair Removal and told the committee the bill clarifies who may perform laser hair removal and modernizes training and supervision language.

Milan Laser, Ward said, was founded in 2012 by two board‑certified medical doctors and operates "400 plus facilities located across 38 states," including 20 locations in Ohio where the company employs "82 employees." He told the committee the lasers used are FDA cleared and treatments are performed by highly trained medical professionals.

Ward said the measure largely retains current education and training requirements and key safeguards such as recordkeeping and penalties for noncompliance. "The bill cleans up some outdated terms left over from amendments in 2020 and 2021," he said, and it adds education and training pathways for RNs and LPNs that would permit those professionals to operate lasers under off‑site supervision, consistent with practices in a majority of other states.

Committee members did not take a final vote during the hearing. Ward closed by urging the committee’s support and thanking Representative Dieter for leading consensus discussions on the bill. No amendments or technical questions that changed the bill’s described scope were recorded during the witness’s appearance.
