The council approved a motion to convene a closed session under Virginia Code §2.2-3711 to discuss appointments and the performance of appointees, the possible disposition of publicly held real property (Phoebus and Hampton Road Center Parkway areas) where public discussion would harm the city’s bargaining position, and consultations with legal counsel regarding pending litigation and specific legal transactions.
A motion and second were called and the clerk conducted a roll call. Councilman Bowman, Vice Mayor Brown, Councilwoman Campbell, Councilwoman Fairby, Councilwoman Harper, Councilwoman Mugler and Mayor Gray all recorded “Aye.” The meeting was adjourned to a Lawson Conference Room to begin the closed-session meeting.
